Employee shareholding vehicle - consultation
HMRC has issued a consultation on a proposed new employee shareholding vehicle to see if there is a way round some of the current tax issues identified as barriers to increased employee share ownership by The Office of Tax Simplification.
The new vehicle should be designed to be within the UK tax net and offer no scope for avoidance planning. It should be structured to avoid some of the existing problems including the issues on loans to shareholders, the anti-avoidance legislation taxing sales as income, and the imposition of PAYE as disguised remuneration.
The drafting should be interesting!
